Article 11. Support for Short-Term Internships and Research Abroad

The contents of support shall be implemented in accordance with Clause 1, Article 47 of Decree No. 267/2025/ND-CP.

The conditions for consideration of support shall be implemented in accordance with Clause 2, Article 47 of Decree No. 267/2025/ND-CP.

Criteria for consideration of support:
a) The quality of the research proposal shall be demonstrated through: the degree of relevance between the content of the short-term internship or research abroad and the ongoing science, technology and innovation task, if any; the objectives, contents, methods, implementation plan and timeline being presented fully, clearly, specifically and feasibly; the expected research results and outputs being appropriate to the contents of the proposal; and the significance and impact of the short-term internship or research abroad on enhancing the individual's professional capacity and contributing to the agency or organization where the individual works.
b) The research achievements of the scientist requesting support shall be demonstrated through: scientific, technological and innovation research results; industrial property protection certificates; plant variety protection certificates obtained within the most recent five (05) years; science and technology awards; science, technology and innovation awards received, if any; and results of science and technology tasks and science, technology and innovation tasks for which the scientist has served as the principal investigator or participated in;
c) The achievements and reputation of the foreign partner organization or individual; the professional relevance, infrastructure conditions, and scientific achievements of the foreign partner individual or organization;
d) The estimated budget shall be consistent with current regulations.

The application dossier shall include:
a) Application for support according to Form NCNL-12 prescribed in the Appendix issued together with this Circular;
b) Letters of recommendation from two (02) scientists according to Form NCNL-13 prescribed in the Appendix issued together with this Circular. The recommending scientists must hold doctoral degrees, have research results relevant to the research field of the person requesting support, and have such results published in international journals within five (05) years up to the time of application submission;
c) Letter of invitation for research cooperation from the foreign partner organization or letter of acceptance of research supervision from the foreign partner scientist as prescribed at Point a, Clause 2, Article 47 of Decree No. 267/2025/ND-CP, clearly stating the location, duration, contents of the internship or research, and responsibility for payment of relevant expenses;
d) Research proposal for implementation at the foreign partner organization, clearly specifying the objectives, significance, necessity of the research internship trip, contents, methods, research plan, and expected results, which has been approved by the foreign partner organization or foreign partner scientist;
đ) Curriculum vitae of the applicant requesting support according to Form NCNL-14 prescribed in the Appendix issued together with this Circular;
e) Estimated budget for requested support, clearly specifying the expenses committed to be funded by the foreign party, if any, according to Form NCNL-15 prescribed in the Appendix issued together with this Circular.
