1. The contents of support shall be implemented in accordance with Clause 1, Article 52 of Decree No. 267/2025/ND-CP.

2. Conditions for consideration of support:

a) A domestic scientist shall have a scientific report accepted for in-person presentation at an international scientific conference or workshop;

b) The content of the international scientific conference or workshop shall be relevant to the professional field of the domestic scientist.

1. Criteria for consideration of support:

a) The quality and reputation of the international scientific conference or workshop shall be assessed based on: an organizing committee comprising reputable scientists or managers; the international scientific conference or workshop being held periodically; a clear and transparent process for evaluating and selecting presentations, as published on the website of the international scientific conference or workshop; the participation of reputable scientists and managers presenting reports at the international scientific conference or workshop; and the international scientific conference or workshop being sponsored by reputable organizations in the field of science and technology;

b) The research achievements of the domestic scientist shall be demonstrated through publication results in scientific journals;

c) The estimated budget shall be consistent with current regulations;

d) The period between two consecutive instances of support for the same scientist to participate in an international scientific conference or workshop shall be at least 12 months, calculated based on the opening dates of the conferences or workshops.

1. The application dossier shall include:

a) Application for support according to Form NCNL-22 prescribed in the Appendix issued together with this Circular;

b) Invitation letter to present a scientific report at the international scientific conference or workshop;

c) Scientific report intended to be presented at the international scientific conference or workshop;

d) Curriculum vitae of the applicant requesting support according to Form NCNL-14 prescribed in the Appendix issued together with this Circular, and documents proving that the applicant meets the criteria for talented young scientists or talented young engineers, if any;

đ) Estimated budget for requested support according to Form NCNL-23 prescribed in the Appendix issued together with this Circular.
