1. The contents of support shall be implemented in accordance with Clause 1, Article 53 of Decree No. 267/2025/ND-CP.

2. The conditions for consideration of support shall be implemented in accordance with Clause 2, Article 53 of Decree No. 267/2025/ND-CP.

3. Criteria for consideration of support:

a) The quality and significance of the scientific and technological work;

b) The reputation and quality of the journal in which the work is published:

• For the Science, Technology and Innovation Development Funds of ministries, ministerial-level agencies, Government-attached agencies, other central-level agencies, and provincial-level People's Committees, the journal in which the work is published shall be a reputable international journal or a Vietnamese scientific journal classified in Category 1 in accordance with Clause 2, Article 11 of Circular No. 27/2025/TT-BKHCN.

• For the National Foundation for Science and Technology Development, the journal shall be in the first quartile (Q1) according to the classification of the international Scopus or Web of Science databases.

1. The application dossier shall include:

a) Application for support according to Form NCNL-24 prescribed in the Appendix issued together with this Circular;

b) Curriculum vitae of the author according to Form NCNL-14 prescribed in the Appendix issued together with this Circular;

c) Published scientific and technological work;

d) Lawful documents evidencing payment of publication fees for the scientific and technological work, if any.
