1. The contents of support shall be implemented in accordance with Clause 1, Article 43 of Decree No. 267/2025/ND-CP.

2. Conditions for consideration of support:

a) The conference shall be organized by reputable organizations in the relevant field, with an official website introducing the conference; reputable scientists in the field shall register to participate and present scientific reports.

b) The contents shall be appropriate to the operational fields of the organizing unit.

a) The quality of the scientific conference shall be assessed based on: the reputation and capacity of the organizing unit, organizing committee, and program committee; the composition of scientists participating in the conference; the results and quality of previous conferences, if any; and the scientific achievements of foreign scientists for whom funding support for participation in the conference is requested;

b) The significance of the scientific conference to the research field or to the country, ministry, sector, or locality: the potential to generate subsequent results such as research cooperation, application of research results, or technology transfer;

c) The estimated budget shall be consistent with current regulations.

b) Written permission from the competent authority for organizing the scientific conference;

c) Estimated budget for requested support according to Form NCNL-02 prescribed in the Appendix issued together with this Circular;
