The contents of support shall be implemented in accordance with Clause 1, Article 44 of Decree No. 267/2025/ND-CP.

1. Conditions for consideration of support:

a) It shall be a scientific journal meeting the criteria prescribed in Clause 2, Article 10 of Circular No. 27/2025/TT-BKHCN dated 31 October 2025 of the Minister of Science and Technology prescribing scientific articles and the evaluation and classification of Vietnamese scientific journals;

b) It shall have a process for receiving, reviewing, and publishing scientific articles in accordance with Article 38 of Decree No. 262/2025/ND-CP dated 14 October 2025 of the Government detailing and guiding the implementation of a number of articles of the Law on Science, Technology and Innovation regarding information, statistics, evaluation, digital transformation, and general matters.

1. The criteria for consideration of support shall be implemented in accordance with Clause 3, Article 44 of Decree No. 267/2025/ND-CP.

2. The application dossier shall include:

a) Application for support according to Form NCNL-03 prescribed in the Appendix issued together with this Circular;

b) Plan for improving the quality and standards of the journal;

c) List and curriculum vitae of members of the journal's Editorial Board;

d) Estimated budget for requested support according to Form NCNL-04 prescribed in the Appendix issued
