Pursuant to Decree No. 260/2026/ND-CP dated 30 June 2026 of the Government detailing and providing measures for the implementation of a number of articles of the Law on High Technologies;

Pursuant to Decision No. 21/2026/QD-TTg dated 30 April 2026 of the Prime Minister promulgating the List of Strategic Technologies and the List of Strategic Technology Products;

Pursuant to Decision No. 808/QD-TTg dated 06 May 2026 of the Prime Minister on assigning tasks for strategic technology development;

Pursuant to Decision No. 1493/QD-TTg dated 06 August 2026 of the Prime Minister approving the Special National Science, Technology and Innovation Program on Strategic Technologies;

Pursuant to Circular No. 42/2026/TT-BKHCN dated 01 July 2026 of the Minister of Science and Technology prescribing the order and procedures for formulation, appraisal and approval of ordered strategic technology research and development tasks under the Special National Science, Technology and Innovation Program on Strategic Technologies;

Pursuant to Circular No. 48/2026/TT-BKHCN dated 01 August 2026 of the Minister of Science and Technology prescribing the order and procedures for reviewing funding applications, ordering and signing contracts for implementation of strategic technology research and development tasks under the Special National Science, Technology and Innovation Program on Strategic Technologies;

Pursuant to Circular No. 49/2026/TT-BKHCN dated 01 August 2026 of the Minister of Science and Technology prescribing the financial mechanism for strategic technology research and development tasks under the Special National Science, Technology and Innovation Program on Strategic Technologies;

Pursuant to Decision No. 3855/QD-BKHCN dated 20 September 2026 of the Minister of Science and Technology approving ordered strategic technology research and development tasks under the Special National Science, Technology and Innovation Program on Strategic Technologies for selection of organizations to implement them;

The National Foundation for Science and Technology Development (hereinafter referred to as the Foundation) hereby publicly announces the plan for ordering strategic technology research and development tasks for selection of the lead organization for implementation (hereinafter referred to as the ordered task), as follows:

1. Ordered task

Task title: “Research, Design and Manufacture of Radio Transceiver Chips for UAVs”.

Implementation method: Selection.

The objectives, requirements for products, evaluation criteria, and sources of task proposals are specified in Decision No. 3855/QD-BKHCN.

2. Estimated budget

The organization registering to serve as the lead organization shall prepare the estimated budget for implementation of the task in accordance with Circular No. 49/2026/TT-BKHCN.

3. Registration conditions and application dossier

The conditions applicable to organizations registering to serve as the lead organization for implementation of the ordered task are prescribed in Clause 3, Article 7 of Circular No. 48/2026/TT-BKHCN.

The number and composition of application dossiers for implementation of the ordered task are prescribed in Clauses 2 and 4, Article 7 of Circular No. 48/2026/TT-BKHCN.

4. Method and address for submission of applications

Applications shall be submitted according to the following steps:

Step 1. The organization registering to serve as the lead organization shall create, declare and complete the application dossier online on the STM Online Management System for Science, Technology and Innovation Tasks (hereinafter referred to as the STM System) at https://stm.mst.gov.vn.

Step 2. After completing the online declaration, the organization registering to serve as the lead organization shall select one of the following two methods for official submission of the application dossier:

a) Submit a digitally signed application dossier on the STM System in accordance with the instructions on the STM System;

b) Submit 01 (one) paper dossier directly or via public postal service to the Foundation through the One-Stop Service Section of the Ministry of Science and Technology, 1st Floor, Authority of Innovation Building, No. 113 Tran Duy Hung Street, Yen Hoa Ward, Hanoi City.

For paper dossiers, the envelope must clearly state: “Research, Design and Manufacture of Radio Transceiver Chips for UAVs”.

5. Application submission period

Application submission period: From 8:00 a.m. on 25 September 2026 to 5:00 p.m. on 05 October 2026.

For applications submitted via public postal service, the submission time shall be determined according to the postal stamp of the place of dispatch. Applications submitted after the above deadline shall not be considered.

6. Relevant documents and forms

a) Decision No. 3855/QD-BKHCN and the Appendix thereto;

b) Circular No. 48/2026/TT-BKHCN, its Appendix and accompanying forms;

c) Circular No. 49/2026/TT-BKHCN and its accompanying Appendix.

This Notice and the above-mentioned documents are published on the Electronic Information Portal of the Ministry of Science and Technology and the Electronic Information Portal of the National Foundation for Science and Technology Development.

The Foundation hereby announces this Notice for organizations meeting the conditions for registration as the lead organization to take notice and register to participate in the selection process./.
