Notice on the Funding Plan for International Cooperation Tasks with the Russian Federation in 2026

The National Foundation for Science and Technology Development announces the funding plan for international cooperation tasks with the Russian Federation in 2026 as follows:

  1. Funding fields

Proposals for funding consideration must fall within one of the following 06 (six) fields (task proposals in other fields will not be considered):

  1. Marine Research – Research on marine natural resources and marine biodiversity;

  2. High-tech Agriculture and Precision Farming;

  3. New Materials & Nanotechnology and their applications in high-tech industries;

  4. Advanced technologies in the use of renewable energy sources;

  5. Social Sciences and Humanities;

  6. Information and Communication Technology, Cybersecurity and Artificial Intelligence.

  7. Requirements for tasks

– Fully satisfy the criteria required for tasks under Circular No. 44/2025/TT-BKHCN dated 30/11/2026 of the Minister of Science and Technology on regulations for management of science and technology tasks funded and ordered by the Ministry of Science and Technology;

– Priority shall be given to proposals with breakthrough characteristics and advanced technologies;

– Priority shall be given to tasks for which the two partner sides have established close and effective cooperation between Vietnamese and Russian partners.

** III. Requirements for task products**

The products of the tasks must satisfy the criteria specified in Article 4 of Circular No. 44/2025/TT-BKHCN dated 30/11/2026 of the Minister of Science and Technology.

  1. Implementation period, funding and implementation mechanism

  2. Application submission period: from 27/02/2026 to before 17:00 on 27/05/2026. Each task proposal must be submitted simultaneously to the competent authorities coordinating the Science and Technology Cooperation Program on the Vietnamese and Russian sides. Proposals submitted to only one side will not be considered.

  3. Task implementation period: 36 months during the 2026–2029 period.

  4. Task funding:

The requested funding from the Vietnamese State budget shall not exceed VND 10 billion/task. At the same time, support from the State budget must comply with the maximum level prescribed in Clause 4, Article 10 of Decree No. 267/2025/ND-CP dated 14/10/2025 of the Government.

  1. Application dossier for funding consideration

  2. On the Russian Federation side:

Proposals must be submitted in accordance with the regulations of the Ministry of Science and Higher Education of the Russian Federation (according to the instructions in the Notice of Call for Task Selection at the website https://promote.budget.gov.ru/public/minfin/activity/view/c86b1a50-84ce-4c34-bebd-dc327992090d?showBackButton=true).

  1. On the Vietnamese side:

– The application dossier for funding consideration shall comply with the provisions of Article 7 of Circular No. 44/2025/TT-BKHCN dated 30/11/2026 of the Minister of Science and Technology;

– Submit the application dossier online with a digital signature on the Online Management System for Science and Technology Tasks, at the website: https://stm.mst.gov.vn;

– The deadline for receipt of applications for funding consideration is no later than 17:00 on 27/05/2025.
