NOTICE OF FUNDING PLAN
SOCIAL SOLUTION DEVELOPMENT TASKS IN 2026

Pursuant to Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in the development of science, technology, innovation and national digital transformation;

Pursuant to the Law on Science, Technology and Innovation dated June 27, 2025;

Pursuant to Decree No. 265/2025/ND-CP dated October 14, 2025 of the Government guiding the Law on Science, Technology and Innovation on finance and investment in science, technology and innovation;

Pursuant to Decree No. 267/2025/ND-CP dated October 14, 2025 of the Government detailing and guiding the implementation of a number of articles of the Law on Science, Technology and Innovation on programs, science, technology and innovation tasks and a number of regulations on promoting scientific research, technology development and innovation activities;

Pursuant to Decision No. 604/QD-TTg dated April 2, 2026 of the Prime Minister approving adjustments and supplements to the strategy for development of science, technology and innovation through 2030;

Pursuant to Circular No. 24/2025/TT-BKHCN dated October 30, 2025 of the Minister of Science and Technology promulgating the Classification Table of Science and Technology Fields;

Pursuant to Circular No. 39/2025/TT-BKHCN dated November 30, 2025 of the Minister of Science and Technology providing detailed regulations and guidance on estimation, management, use and settlement of a number of state budget expenditures for implementation of science, technology and innovation tasks;

Pursuant to Circular No. 44/2025/TT-BKHCN dated November 30, 2025 of the Minister of Science and Technology providing regulations on the management of science and technology tasks funded and ordered by the Ministry of Science and Technology;

Pursuant to Decision No. 2227/QD-BKHCN dated April 24, 2026 of the Minister of Science and Technology promulgating the five-year master plan on science, technology and innovation for the 2026-2030 period;

Pursuant to Decision No. 2276/QD-BKHCN dated May 1, 2026 of the Minister of Science and Technology adjusting tasks and approving the financial plan for funding, ordering and supporting in 2026 of the National Foundation for Science and Technology Development;

The National Foundation for Science and Technology Development (the Foundation) respectfully announces the Funding Plan for Social Solution Development Tasks in 2026, specifically as follows:

1. Scope and funding recipients

a. Funding scope:

The Foundation shall consider funding tasks/task clusters under the “social solution development” category aimed at developing and implementing new initiatives or solutions to address practical issues serving socio-economic, cultural, educational and environmental development, ensuring national defense and security at the local, regional and national levels, or serving the development of sectors and fields; contributing to theory and academic knowledge; contributing to the proposal of breakthrough and innovative solutions, policies, laws, models, processes, organizational and management methods with high applicability; with an organization to receive and apply the results.

The Foundation gives priority to proposals with research contents aimed at providing scientific and practical foundations for the formulation, improvement and implementation of the Party’s guidelines and the State’s policies and laws identified in documents and resolutions such as the Documents of the 14th National Party Congress, Resolution No. 80-NQ/TW of the Politburo on the development of Vietnamese culture, Resolution No. 68-NQ/TW of the Politburo on private economic development, Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development, Resolution No. 27-NQ/TW of the Politburo on continuing to build and improve the socialist rule-of-law State of Vietnam in the new period, Resolution No. 74/NQ-CP of the Government: Promulgating the Plan for implementing the arrangement of administrative units and building a two-tier local government organizational model, Conclusion No. 18-KL/TW on the double-digit growth plan.

* Priority is considered a guiding factor when receiving applications, does not replace scientific evaluation criteria, and does not apply a separate selection mechanism.

b. Type of funding: Social solution development (tasks, task clusters). Within the scope of this call, the Foundation does not fund task chains.

c. Funding recipients: Agencies, organizations, enterprises and individuals engaged in science, technology and innovation activities in Vietnam or outside the territory of Vietnam but having rights and obligations under Vietnamese law and international treaties to which Vietnam is a member.

2. Funding

Maximum level of funding support from the state budget:

– Social solution development task: a maximum of VND 5 billion/task

– For a social solution development task cluster: a maximum of 05 tasks/cluster.

– The state budget shall support a maximum of 80% of the total estimated implementation budget for each task and each task under a task cluster.

The lead organization must have a plan and evidence of mobilizing lawful resources outside the state budget to ensure the remaining funding; the Foundation encourages applications with a higher proportion of resources mobilized outside the state budget than the minimum level (20%), with clear and feasible committed resources appropriate to the objectives, contents and products of the task or task cluster.

The estimation, management, use and settlement of funding for implementation of tasks and component tasks under task clusters shall comply with Circular No. 39/2025/TT-BKHCN and relevant legal regulations.

3. Criteria and requirements for tasks applying for funding

– Proposed tasks must fully satisfy the criteria prescribed in Article 6, Clause 4, Article 7 of Decree No. 267/2025/ND-CP and Clause 4, Article 4 of Circular No. 44/2025/TT-BKHCN.

– The maximum implementation period of a task is 36 months.

– A task or task cluster may be considered for a one-time extension of no more than 12 months.

4. Conditions for the lead organization

The lead organization registering to implement the task must satisfy the conditions prescribed by the Law on Science, Technology and Innovation, Article 5 of Decree No. 267/2025/ND-CP and relevant regulations.

5. Application dossier

The application dossier for implementation of tasks and task clusters shall be prepared according to the forms prescribed in Article 7 of Circular No. 44/2025/TT-BKHCN, including:

– Application for registration to lead the implementation of the task or task cluster (Form BM-02; Form BM-03) (Enter information according to the form on the system)

– Task description (Form BM-04);

– Scientific curriculum vitae of the task leader and members of the research team (Form BM-06) (Enter information according to the form on the system);

– Information on the capacity and facilities of the lead organization (Form BM-07) (Enter information according to the form on the system);

– Written commitments on coordination, testing, receipt, application, exploitation or commercialization of the results by relevant enterprises, agencies, organizations or localities, if any;

– Documents proving the plan for mobilizing counterpart funding or resources outside the state budget;

– Documents evidencing lawful ownership, use or exploitation rights over technologies, data and intellectual property rights objects; documents on standards, measurement and testing, inspection, experimentation and certification; documents proving the ability to use laboratories, testing facilities, technical infrastructure or other relevant professional documents, if any;

– Other documents as prescribed in Article 11 of Decree No. 267/2025/ND-CP and requirements of the forms and current regulations;

– Detailed estimated budget for implementation of the task or task cluster shall be supplemented after the task or task cluster is proposed for funding by the Funding Review Council, according to the form applicable to the estimated budget.

6. Method and deadline for application submission

Step 1: The application shall be completed online on the STM Online Management System for Science, Technology and Innovation Tasks at https://stm.mst.gov.vn.

Step 2: After submitting the application on the STM System, the lead organization shall choose 1 of the following 2 methods of application submission:

Method 1: Submit a digitally signed application on the STM System.

Digitally signed documents include: Application form and Task description.

Method 2: Submit a paper application directly or via public postal service at the following address: National Foundation for Science and Technology Development (One-stop Service Department, Building of the Department of Innovation, No. 113 Tran Duy Hung Street, Yen Hoa Ward, Hanoi City).

Clearly state on the envelope: Application dossier for funding social solution development tasks in 2026.

In case of submission by post, the application must bear the postal stamp of the place of dispatch before the application submission deadline and must be sent to the Foundation within a period ensuring the validity review of the application within 10 days from the application submission deadline.

* The Foundation encourages the submission of applications using digital signatures in accordance with the direction in Decision No. 240/QD-TTg dated February 4, 2025 of the Prime Minister promulgating the Plan for key administrative procedure reform in 2025.

7. Expected implementation plan

a. Application submission period:

Start: 8:00 a.m. on July 14, 2026 (Tuesday)

End: 5:00 p.m. on August 14, 2026 (Friday)

b. Notification of funding results: expected before November 13, 2026 (Friday).
