Notice on the Funding Plan for Technology Development Research Tasks in 2026
NOTICE OF THE FUNDING PLAN FOR TECHNOLOGY DEVELOPMENT RESEARCH TASKS IN 2026
Pursuant to Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in the development of science, technology, innovation and national digital transformation;
Pursuant to the Law on Science, Technology and Innovation No. 93/2025/QH15;
Pursuant to the Law on State Budget No. 89/2025/QH15;
Pursuant to Decree No. 229/2026/ND-CP dated June 25, 2026 of the Government providing regulations on the organization and operation of the National Foundation for Science and Technology Development;
Pursuant to Decree No. 265/2025/ND-CP dated October 14, 2025 of the Government detailing and guiding the implementation of a number of articles of the Law on Science, Technology and Innovation on finance and investment in science, technology and innovation;
Pursuant to Decree No. 267/2025/ND-CP dated October 14, 2025 of the Government detailing and guiding a number of articles of the Law on Science, Technology and Innovation on programs, science, technology and innovation tasks and a number of regulations on promoting scientific research, technology development and innovation activities;
Pursuant to Program No. 02-CTr/BCĐTW dated February 2, 2026 of the Central Steering Committee on the Development of Science, Technology, Innovation and Digital Transformation on the 2026 Work Program;
Pursuant to Decision No. 21/2026/QD-TTg dated April 30, 2026 of the Prime Minister promulgating the List of Strategic Technologies and the List of Strategic Technology Products;
Pursuant to Decision No. 604/QD-TTg dated April 2, 2026 of the Prime Minister approving adjustments and supplements to the Strategy for Development of Science, Technology and Innovation through 2030;
Pursuant to Circular No. 39/2025/TT-BKHCN dated November 30, 2025 of the Minister of Science and Technology providing detailed regulations and guidance on the estimation, management, use and settlement of a number of state budget expenditures for implementation of science, technology and innovation tasks;
Pursuant to Circular No. 44/2025/TT-BKHCN dated November 30, 2025 of the Minister of Science and Technology providing regulations on the management of science and technology tasks funded and ordered by the Ministry of Science and Technology;
Pursuant to Decision No. 2227/QD-BKHCN dated April 24, 2026 of the Minister of Science and Technology promulgating the five-year master plan on science, technology and innovation for the 2026-2030 period;
Pursuant to Decision No. 2276/QD-BKHCN dated May 1, 2026 of the Minister of Science and Technology adjusting tasks and approving the financial plan for funding, ordering and supporting in 2026 of the National Foundation for Science and Technology Development;
Pursuant to the 2026 operation plan and the funding balancing capacity of the National Foundation for Science and Technology Development (hereinafter referred to as the Foundation).
The Foundation respectfully announces the Funding Plan for technology development research tasks in 2026, specifically as follows:
1. Scope and funding recipients
a) Funding scope
The Foundation considers funding technology development research tasks with objectives, contents, products and application potential consistent with the orientations for the development of science, technology, innovation and national digital transformation.
The tasks applying for funding shall focus on one or more of the following orientations:
– Digital technology, artificial intelligence, big data, digital twins, cloud computing, edge computing, Internet of Things, blockchain, cybersecurity and quantum technology;
– Next-generation mobile network technology, including 5G, 6G and platform technologies serving digital connectivity infrastructure;
– Semiconductor chip technology, robotics, intelligent automation, unmanned aerial vehicles and automated systems;
– Biotechnology, advanced biomedicine, medical devices, pharmaceutical technology and technological solutions serving healthcare;
– New energy technology, renewable energy, smart grids, new materials, advanced materials and nuclear technology for peaceful purposes;
– Marine, ocean and subsurface technologies; aviation and space technology; high-speed railway, urban railway and technologies serving strategic infrastructure;
– Technologies serving industries and sectors with high application demand, such as electronics – semiconductors, logistics, seaports, smart supply chain management, digital services for small and medium-sized enterprises, supporting industries, precision engineering, high-tech aquaculture, precision agriculture, chemicals, new materials, textiles and footwear.
b) Funding type: The Foundation considers funding technology development research tasks and clusters of technology development research tasks. Within this call, the Foundation does not fund task chains.
c) Funding recipients: Organizations and enterprises with legal entity status, having the capacity and experience, and functions, duties or fields of operation appropriate to the research field, and not falling under cases ineligible for consideration for funding to implement science, technology and innovation tasks.
2. Funding
Maximum level of support from the state budget:
– Technology development research tasks: up to VND 10 billion.
– For a cluster of technology development research tasks: a maximum of 03 tasks/cluster.
– The state budget shall support a maximum of 50% of the total estimated implementation budget for each task and each task belonging to a task cluster.
The lead organization must have a plan and supporting evidence for mobilizing lawful resources outside the state budget to ensure the remaining funding; the Foundation encourages applications with a higher proportion of mobilized resources outside the state budget than the minimum level (50%), with clearly committed and feasible resources appropriate to the objectives, contents and products of the task or task cluster.
The estimation, management, use and settlement of funding for implementation of tasks and component tasks belonging to task clusters shall comply with Circular No. 39/2025/TT-BKHCN and relevant legal regulations.
3. Criteria and requirements for tasks applying for funding
Tasks and task clusters applying for funding must satisfy the criteria specified in Article 6 and Clause 3, Article 7 of Decree No. 267/2025/ND-CP, Clause 3, Article 4 of Circular No. 44/2025/TT-BKHCN and relevant regulations.
The implementation period for a task or task cluster shall not exceed 36 months.
A task or task cluster may be considered for an extension once for a period not exceeding 12 months.
4. Conditions for the lead organization and implementation personnel
The organization registering to lead the implementation and the personnel implementing the task or task cluster must satisfy the conditions prescribed by the Law on Science, Technology and Innovation, Article 5 of Decree No. 267/2025/ND-CP, Clause 3, Article 4 of Circular No. 44/2025/TT-BKHCN and relevant regulations.
5. Application dossier
The application dossier for implementation of a task or task cluster shall be prepared according to the forms prescribed in Article 11 of Decree No. 267/2025/ND-CP and Article 7 of Circular No. 44/2025/TT-BKHCN, including:
– Application for registration to lead the implementation of a task cluster (Form BM-02); Application for registration to lead the implementation of a task (Form BM-03);
– Task proposal (Form BM-04);
– Scientific curriculum vitae of the task leader and research members (Form BM-06);
– Information on the capacity and facilities of the organization registering to lead the task, task cluster or component task (Form BM-07);
– Written commitments on coordination, testing, receipt, application, exploitation or commercialization of results from relevant enterprises, agencies, organizations or localities, if any;
– Documents proving the plan for mobilizing counterpart funding or resources outside the state budget;
– Documents proving lawful ownership, use and exploitation rights with respect to technology, data and intellectual property objects; documents on standards, measurement and testing, inspection, testing and certification; documents proving the ability to use laboratories, testing facilities, technical infrastructure or other relevant specialized documents (if any);
– Other documents as prescribed in Article 11 of Decree No. 267/2025/ND-CP and as required by the forms and current regulations;
– A detailed budget estimate for implementation of the task or task cluster shall be supplemented after the task or task cluster is proposed for funding by the Funding Review Council, according to the form applicable to the funding budget estimate.
6. Method and deadline for application submission
Step 1: The organization shall complete the application dossier on the Online Management System for Science, Technology and Innovation Tasks (STM System) at https://stm.mst.gov.vn.
Step 2: After submitting the application dossier on the STM System, the organization shall select one of the following two methods for submitting the application dossier:
– Method 1: Submit a digitally signed application dossier on the STM System. The minimum digitally signed documents include the Application for Registration, Task Proposal and written commitments on coordination, receipt, application, exploitation or commercialization of results, if any.
– Method 2: Submit a paper application dossier directly at the Foundation's One-Stop Department or send it by post to the Foundation.
Address for receipt of paper application dossiers: One-Stop Department of the Ministry of Science and Technology, 1st Floor, Authority for Innovation Building, No. 113 Tran Duy Hung Street, Yen Hoa Ward, Hanoi City..
The envelope must clearly state: Application dossier for funding of technology development research tasks in 2026 and the technology group applying for funding.
In case of submission by post, the time of submission shall be determined according to the postal stamp at the place of dispatch. The application dossier must be sent before the deadline for receipt of applications and delivered to the Foundation within an appropriate period to facilitate the review of its validity in accordance with regulations.
The Foundation encourages the submission of applications using digital signatures in accordance with the policy of administrative procedure reform, digitalization and transparent management of science, technology and innovation tasks.
Application submission period:
– Start: 8:00 a.m., July 10, 2026;
– End: 5:00 p.m., August 10, 2026.
7. Expected implementation plan
– Announcement of funding review results: expected before November 10, 2026.
