FUNDING PLAN FOR TECHNOLOGY DEVELOPMENT RESEARCH TASKS ORIENTED TOWARD STRATEGIC TECHNOLOGIES IN 2026

Pursuant to Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in the development of science, technology, innovation and national digital transformation;

Pursuant to the Law on Science, Technology and Innovation No. 93/2025/QH15;

Pursuant to the Law on State Budget No. 89/2025/QH15;

Pursuant to Decree No. 229/2026/ND-CP dated June 25, 2026 of the Government providing regulations on the organization and operation of the National Foundation for Science and Technology Development;

Pursuant to Decree No. 265/2025/ND-CP dated October 14, 2025 of the Government detailing and guiding the implementation of a number of articles of the Law on Science, Technology and Innovation on finance and investment in science, technology and innovation;

Pursuant to Decree No. 267/2025/ND-CP dated October 14, 2025 of the Government detailing and guiding a number of articles of the Law on Science, Technology and Innovation on programs, science, technology and innovation tasks and a number of regulations on promoting scientific research, technology development and innovation activities;

Pursuant to Circular No. 39/2025/TT-BKHCN dated November 30, 2025 of the Minister of Science and Technology providing detailed regulations and guidance on the estimation, management, use and settlement of a number of state budget expenditures for implementation of science, technology and innovation tasks;

Pursuant to Circular No. 44/2025/TT-BKHCN dated November 30, 2025 of the Minister of Science and Technology providing regulations on the management of science and technology tasks funded and ordered by the Ministry of Science and Technology;

Pursuant to Decision No. 808/QD-TTg dated May 6, 2026 of the Prime Minister assigning strategic technology development tasks;

Pursuant to Decision No. 604/QD-TTg dated April 2, 2026 of the Prime Minister approving adjustments and supplements to the Strategy for Development of Science, Technology and Innovation through 2030;

Pursuant to Decision No. 2227/QD-BKHCN dated April 24, 2026 of the Minister of Science and Technology promulgating the five-year master plan on science, technology and innovation for the 2026-2030 period;

Pursuant to Decision No. 2276/QD-BKHCN dated May 1, 2026 of the Minister of Science and Technology adjusting tasks and approving the financial plan for funding, ordering and supporting in 2026 of the National Foundation for Science and Technology Development;

Pursuant to the 2026 operation plan and the funding balancing capacity of the National Foundation for Science and Technology Development.

The National Foundation for Science and Technology Development (hereinafter referred to as the Foundation) respectfully announces the Funding Plan for technology development tasks oriented toward strategic technologies in 2026, specifically as follows:

1. Scope and funding recipients

a) Funding scope

The Foundation shall consider funding tasks oriented toward strategic technology development within the scope of tasks assigned by the Prime Minister to the Ministry of Science and Technology to take the lead under Decision No. 808/QD-TTg dated May 6, 2026.

Tasks applying for funding must be oriented toward research, mastery, development, completion, testing, assessment, integration, deployment, transfer or commercialization of strategic technologies and technological products.

Priority areas include:

– Building autonomous national artificial intelligence capacity: mastering models, platforms and core tools for artificial intelligence; prioritizing Vietnamese large language models, virtual assistants, specialized artificial intelligence, edge AI, data platforms, tools serving AI research, training, assessment and deployment to ensure autonomy, reliability and safety;

– Strengthening the capacity to master core technologies and increasing the localization rate of strategic technology products: designing, manufacturing, integrating, testing, measuring and inspecting, completing technologies, equipment, modules, software, systems, technological processes and prototype products; prioritizing specialized chips, AI cameras processing at sea, unmanned aerial devices and vehicles, autonomous mobile robots, systems for extraction and deep processing of minerals, oil and gas, rare earths, and technologies for the treatment and management of NORM radioactive waste;

– Mastering next-generation mobile network infrastructure and developing the 5G ecosystem: mastering technologies, equipment, software and core components of next-generation mobile networks; developing domestic capacity for designing, integrating, testing and commercializing the domestic 5G/5G-Advanced ecosystem and preparing for 6G in Vietnam.

b) Type of funding

The Foundation shall consider funding tasks oriented toward strategic technology development. Within the scope of this funding announcement, the Foundation does not fund task clusters or task chains.

c) Funding recipients

Organizations and enterprises with legal entity status, functions, capacity, experience, facilities and human resources appropriate to the tasks applying for funding; not falling under cases ineligible to register as the lead organization for task implementation under regulations.

2. Funding

The level of state budget funding support for tasks oriented toward strategic technology development is as follows:

– State budget funding shall be a maximum of VND 20 billion/task and shall not exceed 50% of the total estimated implementation budget;

– The remaining funding shall be mobilized by the lead organization from lawful sources of capital outside the state budget in accordance with the law.

The lead organization must have a plan and supporting documents demonstrating its ability to mobilize resources outside the state budget. The Foundation gives priority to applications with clear and feasible counterpart resources appropriate to the objectives, contents and products of the task.

The estimation, management, use and settlement of funding shall comply with Circular No. 39/2025/TT-BKHCN and relevant legal regulations.

3. Criteria and requirements for tasks applying for funding

Technology development tasks applying for funding must satisfy the criteria prescribed in Article 6 and Clause 3, Article 7 of Decree No. 267/2025/ND-CP, Clause 3, Article 4 of Circular No. 44/2025/TT-BKHCN and relevant regulations.

Implementation period: a maximum of 36 months.

A task may be considered for a one-time extension of no more than 12 months.

4. Conditions for the lead organization and implementation personnel

The organization registering as the lead organization and personnel implementing the technology development task must satisfy the conditions prescribed by the Law on Science, Technology and Innovation, Article 5 of Decree No. 267/2025/ND-CP, Clause 3, Article 4 of Circular No. 44/2025/TT-BKHCN and relevant regulations.

5. Application dossier

The application dossier for implementation of tasks oriented toward strategic technology development shall be prepared according to the dossier components prescribed in Article 11 of Decree No. 267/2025/ND-CP and the forms prescribed in Article 7 of Circular No. 44/2025/TT-BKHCN, including:

– Application for registration to lead the implementation of the task (Form BM-03);

– Task description (Form BM-04);

– Scientific curriculum vitae of the task leader and research members (Form BM-06);

– Information on the capacity and facilities of the lead organization of the task (Form BM-07);

– Written commitments on coordination, testing, receipt, application, exploitation or commercialization of results, if any;

– Documents proving the plan for mobilizing counterpart funding or lawful resources outside the state budget;

– Documents evidencing lawful ownership, use or exploitation rights over technologies, data and intellectual property rights objects; documents on standards, measurement and testing, inspection, experimentation and certification; documents proving the ability to use laboratories, testing facilities, technical infrastructure or other relevant professional documents, if any;

– Other documents included in the dossier as prescribed in Article 11 of Decree No. 267/2025/ND-CP, appropriate to the nature of the task applying for funding, if any;

– Detailed estimated budget for implementation of the task shall be supplemented after the task is proposed for funding by the Funding Review Council, according to the form applicable to the estimated budget.

6. Method and deadline for application submission

Step 1: The organization shall complete the application on the STM Online Management System for Science, Technology and Innovation Tasks at https://stm.mst.gov.vn.

Step 2: After submitting the application on the STM System, the organization shall choose one of the following two methods of application submission:

– Submit a digitally signed application on the STM System. The digitally signed documents shall at least include the Application form, Task description and other documents as required when submitting the application on the STM System;

– Submit a paper application directly or via postal service to the Foundation through the One-stop Service Department of the Ministry of Science and Technology.

Address for receipt of paper applications: One-stop Service Department of the Ministry of Science and Technology, 1st Floor, Building of the Department of Innovation, No. 113 Tran Duy Hung Street, Yen Hoa Ward, Hanoi City.

Clearly state on the envelope: “Application dossier for funding technology development tasks oriented toward strategic technologies in 2026 – [Name of the technology group applying for funding]”.

In case of submission via postal service, the time of application submission shall be determined according to the postal stamp of the place of dispatch. The application must be sent before the application submission deadline and delivered to the Foundation within a period appropriate for the validity review in accordance with regulations.

The Foundation encourages the submission of digitally signed applications in accordance with the policy on administrative procedure reform and digital transformation in the receipt and processing of applications.

Application submission period:

– Start: 8:00 a.m., July 29, 2026;

– End: 5:00 p.m., August 17, 2026.

7. Expected implementation plan

– Notification of funding evaluation results: expected before October 1, 2026.
