Plan for Ordering Science, Technology and Innovation Tasks

Pursuant to Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in the development of science, technology, innovation and national digital transformation;

Pursuant to the Law on Science, Technology and Innovation dated June 27, 2025;

Pursuant to Decree No. 265/2025/ND-CP dated October 14, 2025 of the Government guiding the Law on Science, Technology and Innovation on finance and investment in science, technology and innovation;

Pursuant to Decree No. 267/2025/ND-CP dated October 14, 2025 of the Government detailing and guiding the implementation of a number of articles of the Law on Science, Technology and Innovation concerning programs, science, technology and innovation tasks and a number of regulations on promoting scientific research, technology development and innovation activities;

Pursuant to Decree No. 229/2026/ND-CP dated June 25, 2026 of the Government providing for the organization and operation of the National Foundation for Science and Technology Development;

Pursuant to Decision No. 604/QD-TTg dated April 02, 2026 of the Prime Minister approving the adjustment and supplementation of the Strategy for the Development of Science, Technology and Innovation through 2030;

Pursuant to Circular No. 24/2025/TT-BKHCN dated October 30, 2025 of the Minister of Science and Technology promulgating the Classification Table of Science and Technology Fields;

Pursuant to Circular No. 39/2025/TT-BKHCN dated November 30, 2025 of the Minister of Science and Technology detailing and guiding the preparation of estimates, management, use and settlement of a number of state budget expenditures for the implementation of science, technology and innovation tasks;

Pursuant to Circular No. 44/2025/TT-BKHCN dated November 30, 2025 of the Minister of Science and Technology providing for the management of science and technology tasks funded and ordered by the Ministry of Science and Technology;

Pursuant to Decision No. 2227/QD-BKHCN dated April 24, 2026 of the Minister of Science and Technology promulgating the Five-Year Master Plan on Science, Technology and Innovation for the 2026-2030 period;

Pursuant to Decision No. 2276/QD-BKHCN dated May 01, 2026 of the Minister of Science and Technology adjusting tasks and approving the financial plan for funding, ordering and supporting activities in 2026 of the National Foundation for Science and Technology Development;

Pursuant to Decision No. 252/QD-NAFOSTED dated July 28, 2026 of the Director of the Foundation's Executive Agency promulgating the Regulation on the management of science and technology tasks funded and ordered by the Ministry of Science and Technology through the National Foundation for Science and Technology Development;

Based on Official Letter No. 4836/BTP-ĐHLHN dated June 30, 2026 of the Ministry of Justice regarding the proposal of science, technology and innovation tasks;

The National Foundation for Science and Technology Development announces the plan for ordering science and technology tasks as follows:

1. Details of the order

1.1. Task title

“Scientific Research on Reviewing the Implementation of, and Proposing Comprehensive Amendments and Supplements to, the 2013 Constitution to Meet the Requirements of National Development in the New Era”.

1.2. General objectives

– To conduct theoretical research on the Constitution and theories on constitutional improvement;

– To conduct a comprehensive review of the implementation of the 2013 Constitution;

– To study new practical developments and the development requirements of the new era in relation to the comprehensive amendment of the 2013 Constitution;

– To study typical constitutionalism around the world and its reference value for Vietnam;

– To formulate a system of viewpoints, orientations and contents for the comprehensive amendment of the 2013 Constitution.

1.3. Requirements and expected outputs

– A review of the implementation of the 2013 Constitution developed on the basis of comprehensive scientific research, practical surveys and broad-based data synthesis.

– A draft policy dossier on the comprehensive amendment and supplementation of the 2013 Constitution, ensuring a high level of scientific, policy and legislative drafting content.

– The results of the task must meet the specific criteria applicable to the type of social solution development task prescribed in Clause 4, Article 7 of Decree No. 267/2025/ND-CP and Clause 4, Article 4 of Circular No. 44/2025/TT-BKHCN.

– Note: The State shall hold the rights to manage, use and own the results of the task.

1.4. Type of task: Social solution development.

1.5. Maximum level of funding support from the state budget

– The estimated maximum level of funding support from the state budget for the task: VND 7 billion.

– The preparation of estimates, management, use and settlement of funding for the implementation of the task shall comply with Circular No. 39/2025/TT-BKHCN and relevant legal regulations.

1.6. Task implementation period

The maximum implementation period of the task is 30 months.

1.7. Implementation method: Selection.

1.8. Conditions for the lead organization

The lead organization registering to implement the task must satisfy the conditions prescribed by the Law on Science, Technology and Innovation, Decree No. 267/2025/ND-CP, Circular No. 44/2025/TT-BKHCN and relevant regulations.

2. Application dossier

Applications for participation in the selection process must fully satisfy the criteria specified in Clause 4, Article 7 of Decree No. 267/2025/ND-CP and Clause 4, Article 4 of Circular No. 44/2025/TT-BKHCN.

The application dossier for implementation of the task shall be prepared according to the forms prescribed in Article 7 of Circular No. 44/2025/TT-BKHCN, including:

– Application for registration as the lead organization for implementation of the task (Form BM-03) (Enter information according to the form on the system);

– Task description (Form BM-04);

– Scientific curriculum vitae of the task leader and members of the research team (Form BM-06) (Enter information according to the form on the system);

– Information on the capacity and facilities of the lead organization (Form BM-07) (Enter information according to the form on the system);

– Other documents as prescribed in Article 11 of Decree No. 267/2025/ND-CP;

– A detailed cost estimate for implementation of the task shall be supplemented after the task has been evaluated by the Advisory Council for consideration of funding proposals, according to the applicable cost estimate form.

3. Receipt of applications

a) Application submission period:

Start: 08:00 on July 31, 2026 (Friday)

End: 17:00 on August 15, 2026 (Thursday)

b) Submission method and address:

Step 1: The application shall be completed online on the STM Online Management System for science, technology and innovation tasks at https://stm.mst.gov.vn.

Step 2: After completing the application on the STM System, the lead organization shall choose 1 of the following 2 methods for submitting the application:

Method 1: Submit a digitally signed application on the STM System.

Digitally signed documents include: Application for Registration and Task Description.

Method 2: Submit a hard-copy application directly or via public postal service at the following address: National Foundation for Science and Technology Development (One-Stop Service Unit, Building of the Authority for Innovation, No. 113 Tran Duy Hung Street, Yen Hoa Ward, Hanoi City).

The envelope must clearly state: Application dossier for the selection of science, technology and innovation tasks ordered by the Ministry of Justice.

In case of submission by post, the application dossier must bear the postal stamp of the place of dispatch before the application submission deadline and must be sent to the Foundation within a period that ensures the validity of the application can be reviewed within 10 days from the application submission deadline.

* The Foundation encourages applicants to submit applications using digital signatures in accordance with the direction under Decision No. 240/QD-TTg dated February 04, 2025 of the Prime Minister promulgating the Plan for Key Administrative Procedure Reform in 2025.

Announcement of results: expected before September 30, 2026 (Wednesday).
