Plan for Ordering Science and Technology Tasks

Pursuant to the Law on Science, Technology and Innovation No. 93/2025/QH15 dated June 27, 2025;

Pursuant to Decree No. 267/2025/ND-CP dated October 14, 2025 of the Government detailing and guiding a number of articles of the Law on Science, Technology and Innovation concerning programs, science, technology and innovation tasks and a number of regulations on promoting scientific research, technology development and innovation activities;

Pursuant to Decree No. 229/2026/ND-CP dated June 25, 2026 of the Government providing for the organization and operation of the National Foundation for Science and Technology Development;

Pursuant to Circular No. 44/2025/TT-BKHCN dated November 30, 2025 of the Minister of Science and Technology providing for the management of science and technology tasks funded and ordered by the Ministry of Science and Technology;

Pursuant to Decision No. 252/QD-NAFOSTED dated July 28, 2026 of the Director of the Foundation's Executive Agency promulgating the Regulation on the management of science and technology tasks funded and ordered by the Ministry of Science and Technology through the National Foundation for Science and Technology Development;

Based on Official Letter No. 557/LHHVN-KH&HTQT dated July 20, 2026 and Official Letter No. 731/LHHVN-KH&HTQT dated August 22, 2026 of the Vietnam Union of Science and Technology Associations regarding the ordering of science, technology and innovation tasks;

The National Foundation for Science and Technology Development announces the plan for ordering science and technology tasks as follows:

1. Details of the order:

1.1. Task title: “Development of a sustainable product development model from the Stemona tuberosa Lour. plant to contribute to improving community livelihoods in the buffer zone of Xuan Son National Park, Phu Tho Province”.

1.2. Objectives:

– To identify cultivation areas based on a digital database of the habitat areas of Stemona tuberosa and integrate them into a digital cultivation area management platform.

– To develop a model for propagation, cultivation, care, harvesting, preliminary processing and preservation of Stemona tuberosa medicinal materials meeting GACP-WHO requirements under cultivation conditions in the buffer zone of Xuan Son National Park, Phu Tho Province.

– To develop a value chain and deep-process 02 product lines from Stemona tuberosa medicinal materials.

– To establish and put into operation 01 Stemona tuberosa medicinal materials cooperative in the locality, contributing to improving community livelihoods in the buffer zone of Xuan Son National Park, Phu Tho Province.

1.3. Requirements and expected outputs:

– A digital database on Stemona tuberosa in the buffer zone of Xuan Son National Park, Phu Tho Province, integrated into the management software system;

– 01 foundation stock garden; 01 propagation nursery;

– A 10-hectare Stemona tuberosa cultivation model in accordance with GACP-WHO;

– Technical procedures for propagation, cultivation, care, harvesting and preliminary processing of Stemona tuberosa in accordance with GACP-WHO and suitable for the conditions of the buffer zone of Xuan Son National Park, Phu Tho Province;

– 02 deep-processing technology processes for 02 types of products;

– 15 tons of dried Stemona tuberosa medicinal materials meeting the standards of the Vietnamese Pharmacopoeia VI, 2025;

– 50 kg of standardized extract with quantitative specifications for the main active ingredients;

– 01 application dossier for registration of the collective trademark or geographical indication “Bach bo Xuan Son” that has been submitted and bears the receipt stamp of the Intellectual Property Office;

– 1,000 bottles of parasite spray from Stemona tuberosa medicinal materials;

– 01 cooperative officially licensed to operate;

– A long-term product off-take contract signed with a pharmaceutical enterprise.

1.4. Type of task: Social solution task

1.5. Maximum level of funding support from the state budget

– The estimated maximum level of funding support from the state budget: VND 6,000,000,000 (In words: Six billion Vietnamese dong).

– The preparation of estimates, management, use and settlement of funding for the implementation of the task shall comply with Circular No. 39/2025/TT-BKHCN and relevant legal regulations.

1.6. Task implementation period: 48 months

1.8. Conditions for the lead organization

The lead organization registering to implement the task must satisfy the conditions prescribed by the Law on Science, Technology and Innovation, Decree No. 267/2025/ND-CP, Circular No. 44/2025/TT-BKHCN and relevant regulations.

2. Application dossier

Applications for participation in the selection process must fully satisfy the criteria specified in Clause 4, Article 7 of Decree No. 267/2025/ND-CP and Clause 4, Article 4 of Circular No. 44/2025/TT-BKHCN.

The application dossier for implementation of the task shall be prepared according to the forms prescribed in Article 7 of Circular No. 44/2025/TT-BKHCN, including:

– Application for registration as the lead organization for implementation of the task (Form BM-03) (Enter information according to the form on the system);

– Task description (Form BM-04);

– Scientific curriculum vitae of the task leader and members of the research team (Form BM-06) (Enter information according to the form on the system);

– Information on the capacity and facilities of the lead organization (Form BM-07) (Enter information according to the form on the system);

– Other documents as prescribed in Article 11 of Decree No. 267/2025/ND-CP;

– A detailed cost estimate for implementation of the task shall be supplemented after the task has been evaluated by the Advisory Council for consideration of funding proposals, according to the applicable cost estimate form.

3. Receipt of applications

a) Application submission period:

Start: 08:00 on September 04, 2026

End: 17:00 on September 21, 2026

b) Submission method and address:

Step 1: Applications shall be completed online on the STM Online Management System for science, technology and innovation tasks at https://stm.mst.gov.vn;

Step 2: After completing the application on the STM System, the lead organization shall choose 1 of the following 2 methods for submitting the application:

Method 1: Submit a digitally signed application on the STM System.

Digitally signed documents include: Application for Registration and Task Description.

Method 2: Submit a hard-copy application directly or via public postal service at the following address: National Foundation for Science and Technology Development (One-Stop Service Unit, Building of the Authority for Innovation, No. 113 Tran Duy Hung Street, Yen Hoa Ward, Hanoi City).

The envelope must clearly state: Application dossier for the selection of science, technology and innovation tasks ordered by the Vietnam Union of Science and Technology Associations.

In case of submission by post, the application dossier must bear the postal stamp of the place of dispatch before the application submission deadline and must be sent to the Foundation within a period that ensures the validity of the application can be reviewed within 10 days from the application submission deadline.

* The Foundation encourages applicants to submit applications using digital signatures in accordance with the direction under Decision No. 240/QD-TTg dated February 04, 2025 of the Prime Minister promulgating the Plan for Key Administrative Procedure Reform in 2025.

Announcement of results: expected before November 04, 2026.

The National Foundation for Science and Technology Development hereby announces the above information for relevant organizations and individuals to be informed and implemented./.
