Plan for Ordering Strategic Technology Research and Development Tasks under the Special National Science, Technology and Innovation Program on Strategic Technologies for Selection of the Lead Organization for Implementation
Pursuant to Decree No. 229/2026/ND-CP dated 25 June 2026 of the Government providing regulations on the organization and operation of the National Foundation for Science and Technology Development;
Pursuant to Decree No. 260/2026/ND-CP dated 30 June 2026 of the Government detailing and providing measures for implementation of a number of articles of the Law on High Technologies;
Pursuant to Decision No. 21/2026/QD-TTg dated 30 April 2026 of the Prime Minister promulgating the List of Strategic Technologies and the List of Strategic Technology Products;
Pursuant to Decision No. 808/QD-TTg dated 06 May 2026 of the Prime Minister on assigning tasks for strategic technology development;
Pursuant to Decision No. 1493/QD-TTg dated 06 August 2026 of the Prime Minister approving the Special National Science, Technology and Innovation Program on Strategic Technologies;
Pursuant to Circular No. 42/2026/TT-BKHCN dated 01 July 2026 of the Minister of Science and Technology providing regulations on the order and procedures for formulation, appraisal and approval of ordered strategic technology research and development tasks under the Special National Science, Technology and Innovation Program on Strategic Technologies;
Pursuant to Circular No. 48/2026/TT-BKHCN dated 01 August 2026 of the Minister of Science and Technology providing regulations on the order and procedures for funding consideration, ordering and signing contracts for implementation of strategic technology research and development tasks under the Special National Science, Technology and Innovation Program on Strategic Technologies;
Pursuant to Circular No. 49/2026/TT-BKHCN dated 01 August 2026 of the Minister of Science and Technology providing regulations on the financial mechanism for strategic technology research and development tasks under the Special National Science, Technology and Innovation Program on Strategic Technologies;
Pursuant to Decision No. 3626/QD-BKHCN dated 29 August 2026 of the Minister of Science and Technology approving ordered strategic technology research and development tasks under the Special National Science, Technology and Innovation Program on Strategic Technologies for selection of organizations for implementation;
The National Foundation for Science and Technology Development (hereinafter referred to as the “Foundation”) hereby publicly announces the plan for ordering strategic technology research and development tasks for selection of the lead organization for implementation (hereinafter referred to as the “ordered tasks”), specifically as follows:
1. Ordered task
Task title: “Research, Develop and Master the Technology of Autonomous Mobile Robot Teams for Urban Environmental Sanitation Applications”.
Implementation method: Selection.
The contents concerning objectives, product requirements, evaluation indicators and the source of the task proposal are specified in Decision No. 3626/QD-BKHCN.
2. Funding estimate
The organization registering to act as the lead organization shall prepare the funding estimate for task implementation in accordance with Circular No. 49/2026/TT-BKHCN.
3. Registration conditions and application dossier
Conditions applicable to organizations registering to act as the lead organization for implementation of the ordered task are prescribed in Clause 3, Article 7 of Circular No. 48/2026/TT-BKHCN.
The number and components of the application dossier for implementation of the ordered task are prescribed in Clauses 2 and 4, Article 7 of Circular No. 48/2026/TT-BKHCN.
4. Method and address for receipt of applications
The application submission shall be carried out through the following steps:
Step 1. The organization registering to act as the lead organization shall create, declare and complete the application dossier online on the Online Management System for Science, Technology and Innovation Tasks (hereinafter referred to as the “STM System”) at https://stm.mst.gov.vn.
Step 2. After completing the online declaration, the organization registering to act as the lead organization shall select one of the following two methods for official submission of the application dossier:
a) Submit a digitally signed application dossier on the STM System in accordance with the instructions on the STM System;
b) Submit 01 (one) paper application dossier directly or via postal service to the Foundation through the One-Stop Service Division of the Ministry of Science and Technology, 1st Floor, Building of the Authority for Innovation, No. 113 Tran Duy Hung Street, Yen Hoa Ward, Hanoi City.
For paper application dossiers, the envelope must clearly state: “Application dossier for registration to act as the lead organization for implementation of the task Research, Develop and Master the Technology of Autonomous Mobile Robot Teams for Urban Environmental Sanitation Applications”.
5. Application submission deadline
Application submission period: from 03 September 2026 to 17:00 on 14 September 2026.
For applications sent via postal service, the time of submission shall be determined based on the postal stamp at the place of dispatch. Applications submitted after the above deadline shall not be considered.
6. Relevant documents and forms
a) Decision No. 3626/QD-BKHCN and the accompanying Appendix;
b) Circular No. 48/2026/TT-BKHCN, its Appendices and accompanying forms;
c) Circular No. 49/2026/TT-BKHCN and its accompanying Appendix.
This Notice and the above-mentioned documents are published on the Electronic Information Portal of the Ministry of Science and Technology and the Electronic Information Portal of the National Foundation for Science and Technology Development.
The Foundation hereby announces this for organizations meeting the conditions for registration to act as the lead organization to take note and register to participate in the selection./.
