Notice on the Selection of Organizations and Individuals to Implement National-Level Science and Technology Tasks

Pursuant to Decision No. 2848/QD-BKHCN dated September 23, 2025 of the Minister of Science and Technology approving the List of ordered science and technology tasks under the National Science and Technology Program for the period through 2030 “Applied Research and Development of Energy Technology”, code KC.05/21-30 (Round 2) for selection of organizations and individuals to implement, the Ministry of Science and Technology announces as follows:

1. The method for selecting organizations and individuals to implement national-level science and technology tasks shall be carried out in accordance with the guidance in Circular No. 20/2023/TT-BKHCN dated October 12, 2023 of the Minister of Science and Technology providing regulations on the selection and direct assignment of organizations and individuals to implement national-level science and technology tasks using state budget funds (Circular No. 20/2023/TT-BKHCN).

2. The application dossier for participation in the selection shall be prepared in accordance with the guidance in Circular No. 20/2023/TT-BKHCN.

3. The preparation of estimates and norms for preparing the state budget estimate for implementation of the task shall comply with the provisions of Circular No. 03/2023/TT-BTC dated January 10, 2023 of the Minister of Finance providing regulations on the preparation of estimates, management, use and settlement of state budget funds for implementation of science and technology tasks and Circular No. 02/2023/TT-BKHCN dated May 8, 2023 of the Minister of Science and Technology guiding a number of professional contents serving the preparation of estimates for implementation of science and technology tasks using state budget funds and relevant regulations.

4. Place for submission of applications: Office of the Ministry of Science and Technology, No. 113 Tran Duy Hung Street, Yen Hoa Ward, Hanoi City.

5. Start date for receipt of applications: September 29, 2025

6. Deadline for receipt of applications: Before 17:00 on October 28, 2025, according to the incoming stamp of the Ministry of Science and Technology (in case of direct submission) or according to the postal stamp at the place of dispatch (in case of submission by post).
