NOTICE ON THE SELECTION OF ORGANIZATIONS AND INDIVIDUALS TO IMPLEMENT ORDERED SCIENCE, TECHNOLOGY AND INNOVATION TASKS IN 2026

Pursuant to Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in the development of science, technology, innovation and national digital transformation;

Pursuant to the Law on Science, Technology and Innovation dated June 27, 2025;

Pursuant to Decree No. 265/2025/ND-CP dated October 14, 2025 of the Government guiding the Law on Science, Technology and Innovation on finance and investment in science, technology and innovation;

Pursuant to Decree No. 267/2025/ND-CP dated October 14, 2025 of the Government detailing and guiding the implementation of a number of articles of the Law on Science, Technology and Innovation on programs, science, technology and innovation tasks and a number of regulations on promoting scientific research, technology development and innovation activities;

Pursuant to Decree No. 229/2026/ND-CP dated June 25, 2026 of the Government providing regulations on the organization and operation of the National Foundation for Science and Technology Development;

Pursuant to Decision No. 604/QD-TTg dated April 2, 2026 of the Prime Minister approving adjustments and supplements to the Strategy for Development of Science, Technology and Innovation through 2030;

Pursuant to Circular No. 24/2025/TT-BKHCN dated October 30, 2025 of the Minister of Science and Technology promulgating the Classification Table of Science and Technology Fields;

Pursuant to Circular No. 39/2025/TT-BKHCN dated November 30, 2025 of the Minister of Science and Technology providing detailed regulations and guidance on the estimation, management, use and settlement of a number of state budget expenditures for implementation of science, technology and innovation tasks;

Pursuant to Circular No. 44/2025/TT-BKHCN dated November 30, 2025 of the Minister of Science and Technology providing regulations on the management of science and technology tasks funded and ordered by the Ministry of Science and Technology;

Pursuant to Decision No. 2227/QD-BKHCN dated April 24, 2026 of the Minister of Science and Technology promulgating the five-year master plan on science, technology and innovation for the 2026-2030 period;

Pursuant to Decision No. 2276/QD-BKHCN dated May 1, 2026 of the Minister of Science and Technology adjusting tasks and approving the financial plan for funding, ordering and supporting in 2026 of the National Foundation for Science and Technology Development;

Based on Official Letter No. 802-CV/BCSCLTW dated June 29, 2026 of the Central Policy and Strategy Commission regarding the consideration of ordering science, technology and innovation tasks;

The National Foundation for Science and Technology Development (the Foundation) respectfully announces the selection of organizations and individuals to implement science, technology and innovation tasks ordered by the Central Policy and Strategy Commission, specifically as follows:

I. General information on the task

1. Task title:

“Research on the relationship between the development of the real estate market and the financial market with the aim of achieving double-digit growth and macroeconomic stability”.

2. General objective:

To establish a theoretical and practical basis for the relationship between the real estate market and the financial market in a modern market economy; analyze the mechanisms of impact, transmission and amplification of risks between these two markets on economic growth, resource allocation, financial stability and macroeconomic stability; thereby propose a national governance framework, regulatory mechanisms and a synchronized system of solutions, mechanisms and policies to develop the real estate market and financial market in a healthy and sustainable manner, improve the efficiency of social resource utilization, control systemic risks and contribute to achieving the goal of double-digit economic growth in Vietnam.

3. Requirements and expected products:

– 02 policy recommendation reports;

– Compilation of 01 textbook and 01 monograph;

– 05 domestic scientific articles and 01 international scientific article;

– Contribute to the training of at least 01 doctoral student and 05 graduate students.

– The State shall hold the rights to manage, use and own the results of the task.

II. Information on the selection of the task

1. Type of task: applied research.

2. Maximum funding:

The expected maximum funding from the state budget for the task is VND 10 billion.

The estimation, management, use and settlement of funding for implementation of the task shall comply with Circular No. 39/2025/TT-BKHCN and relevant legal regulations.

3. Implementation period of the task:

The implementation period of the task shall not exceed 24 months. Where necessary, the task may be considered for a one-time extension of up to 12 months.

4. Method of implementation: Selection.

5. Conditions for the lead organization:

The lead organization registering to implement the task must satisfy the conditions prescribed by the Law on Science, Technology and Innovation, Decree No. 267/2025/ND-CP, Circular No. 44/2025/TT-BKHCN and relevant regulations.

6. Application dossier

The application dossier for participation in the selection must fully satisfy the criteria specified in Clause 2, Article 7 of Decree No. 267/2025/ND-CP and Clause 2, Article 4 of Circular No. 44/2025/TT-BKHCN.

The application dossier for implementation of the task shall be prepared according to the forms prescribed in Article 7 of Circular No. 44/2025/TT-BKHCN, including:

– Application for registration to lead the implementation of the task (Form BM-03) (Enter information according to the form on the system);

– Task proposal (Form BM-04);

– Scientific curriculum vitae of the task leader and members of the research team (Form BM-06) (Enter information according to the form on the system);

– Information on the capacity and facilities of the lead organization (Form BM-07) (Enter information according to the form on the system);

– Other documents as prescribed in Article 11 of Decree No. 267/2025/ND-CP;

– A detailed budget estimate for implementation of the task shall be supplemented after the task is proposed for funding by the Advisory Council, according to the form applicable to the funding budget estimate.

7. Method of receiving applications:

Step 1: The application dossier shall be completed online on the STM Online Management System for Science, Technology and Innovation Tasks at https://stm.mst.gov.vn.

Step 2: After completing the application dossier on the STM System, the lead organization shall select one of the following two methods for submitting the application dossier:

Method 1: Submit a digitally signed application dossier on the STM System.

The digitally signed documents include: Application for Registration and Task Proposal.

Method 2: Submit a paper application dossier directly or via public postal service to the following address: National Foundation for Science and Technology Development (One-Stop Department, Authority for Innovation Building, No. 113 Tran Duy Hung Street, Yen Hoa Ward, Hanoi City).

The envelope must clearly state: Application dossier for selection of science, technology and innovation tasks ordered by the Central Policy and Strategy Commission.

In case of submission by post, the application dossier must bear the postal stamp at the place of dispatch before the deadline for receipt of applications and must be delivered to the Foundation within a period ensuring that the validity of the application dossier can be reviewed within 10 days from the application submission deadline.

* The Foundation encourages the submission of applications using digital signatures in accordance with the direction under Decision No. 240/QD-TTg dated February 4, 2025 of the Prime Minister promulgating the Plan for Key Administrative Procedure Reform in 2025.

8. Expected implementation plan

a. Application submission period:

Start: 08:00, July 22, 2026 (Wednesday)

End: 17:00, August 4, 2026 (Tuesday)

b. Announcement of results: expected before September 29, 2026 (Tuesday).
